The Ministry for Environment and Spatial Planning MAOTDR, is a Portuguese government ministry.
The Government's environmental policy is a structural element of the strategy for sustainable development of the country, reflecting the different sectoral policies.
The environmental priority is clear: the challenge of climate change under the Kyoto Protocol. Another priority area of intervention is with respect to water resources and water services.
With regard to waste, it is assumed the paradigm of waste as a resource or source of value, giving priority to the prevention of waste production, encouraging the reuse and recycling, particularly through the development of measures of technological innovation in order to prolong its use in economics before returning to conditions appropriate to the natural environment.
Priority area of intervention of environmental policy is also nature conservation and biodiversity.

Mission
The mission of the Ministry of Environment and Spatial Planning is to ensure an exacting standard of environmental quality and planning, mobilizing and coordinating the integration of territorial and environmental dimensions in the design, implementation and evaluation of various public policies, aimed at medium and long deadlines for improving the quality of life and full development of society, recognizing that no environmental policy or territorial be confined solely to the action of the Public Administration.
Main Objectives
To simplify, decentralize and make more effective the system of territorial planning, implementing a policy of land and promote a new approach to the problems of the coast.
